Public Affairs Officer – International Committee of the Red Cross

Main duties and responsibilities
Focal Point within the delegation for Multilateral Affairs matters pertaining to the countries covered by the delegation (Malaysia, Singapore, Brunei)
Responsible for managing internal and external stakeholder database and strengthen key relationships within think tanks, relevant ministries of the ASEAN member-state Governments, particularly Malaysia, Singapore and Brunei Darussalam.
Provide written analysis for internal and external audiences on the concerned countries
In support of the wider Communications and Public Affairs Team, actively contribute to all communication activities, reports and events of the delegation and provide input to the positioning of the ICRC in Singapore
Contribute to Communications Strategy and implementation, written reporting and development of dissemination materials
Represent the ICRC at conferences, seminars and multi/bilateral meetings, and prepare participation to these fora including research and analysis, presentations, hand-outs, lectures, speeches, draft reports, follow-up action, etc.

Qualifications and experience
Degree in International Relations, Political Sciences, Law or Mass Communications
Previous experience or knowledge in international relations, human security, Human Rights, and International Humanitarian Law
Previous experience working with government, think-tank, media or an international organisation
Excellent interpersonal skills at both national and international level
Established working relations with international or regional organisations, media, think tanks, and/or NGOs
Confirmed communication, presentation, analytical and organisational skills, and ability to work efficiently and effectively under pressure and to react within short notice
Flexibility and ability to work in teams as well as independently
Demonstrated autonomy, motivation and commitment; ability to deliver within deadlines
Fluent in oral/written English and Bahasa Malaysia, French an asset
Ability and willingness to travel within South-East Asia.
